This report includes a discussion of the most significant Board and court decisions issued during the fiscal year, FY2003 case processing statistics, a summary of the Board's merit systems studies activities, and a summary of financial results. Additional information including performance results and financial audit information is included in our Performance and Accountability Report (PAR) for FY 2003. The significant actions taken by the Board during FY2003 were taken under then Chairman Susanne T. Marshall. In December of 2003, Neil A.G. McPhie was designated by the President as Vice Chairman, thus Acting Chairman of the Merit Systems Protection Board. This Annual Report has been prepared under the leadership of Acting Chairman McPhie.
