 for authority to temporarily
 suspend service at Santa Rosa,
 California.


                      ORDER GRANTING TEMPORARY SUSPENSION

     On April 29, 1974, Hughes Airwest (Airwest) filed an application, pursuant
 to Part 205 of the Board's Economic Regulations, to temporarily suspend service
 at Santa Rosa, California, for a period of two years.

     In support of its application, Airwest alleges, inter alia,  that: the
inability to handle jet aircraft  at Santa Rosa, traffic control procedures
at the San Francisco airport l/-and Santa Rosa's close proximity to San Francisco
make the airport at Santa Rosa unviable for Airwest's service;  the city's need
for short-haul connecting air service to and from San Francisco International
Airport is adequately met by STOL Air, Inc. (STOL), a commuter air carrier;  2/
only 1,830 passengers were enplaned by Airwest at Santa Rosa in 1973  (or only
4.15 passengers per departure); this extremely low level of traffic has resulted
in an inordinately high subsidy need of over $100,000 annually  (approximately
$28.00 per passenger); the city's lack of isolation from alternate air  service
and the abundant supply of public transportation available to San Francisco,  3/
its primary community of interest, is the main cause for the decline  in traffic


1/ The procedures require that large aircraft approaching the San Francisco  Airport
circle beyond the airport some thirty miles in order to approach and land from  the
south.  The extra time involved to comply with this procedure can equal 50%  of
the direct flying time from Santa Rosa to San Francisco.
2/ Presently, STOL Air offers 10 round trips on weekdays and 4 1/2 round trips  on
weekends between Santa Rosa and San Francisco with 8-passenger Britten Norman-
Islander aircraft.  Although STOL's fares as an intrastate carrier are regulated
by the Public Utilities Commission of California (PUC), the fare charged by  STOL
is $17..91compared with Airwest's fare of $19.00.  STOL also has N.A.T.C.  ticketing
agreements with all ATC certificated carriers, including Airwest.
3/ Greyhound Bus Lines offers five round trips per day between Santa Rosa and  down-
town San Francisco (at a one-way fare of $2.80), while Golden Gate Transit  operates
59 round trips daily (at a one-way fare of $1.50).  In addition, Greyhound  operates
nonstop shuttle service between downtown San Francisco and San Francisco Inter-
national Airport every thirty minutes from 5:10 A.M. to 11:10 P.M.  (at a one-way
fare of $.90).
