                    ORDER INSTITUTING INVESTIGATION

     By tariff bearing a posting date bf May 30 and marked to become
effective July 14, 1972, Airlift International, Inc. (Airlift) proposes
to establish space-available rates from Los Angeles and San Francisco
to Atlanta and Miami.  The proposed rates would be on an airport-to-
airport basis (pick-up service would not be offered but delivery service
would be available from the carrier at the usual rates) and no traffic
would be transported until after accommodation of all other revenue
traffic including non-priority mail.  Certain other restrictions would
also be imposed.l/

     The proposed rates would effect reductions ranging to as much as 40
percent below the currently effective standard service general commodity
rates.  The proposed tariff is marked to expire with July 14, 1973.

     Complaints requesting suspension and investigation have been filed
by Delta Air Lines, Inc., and National Airlines, Inc.  The complaints
assert, inter alia, that the proposed rates would be diversionary and
dilutionary; that  he proposed rates are significantly different from
tairconomy rates2! in that they would require an earlier departure

i/ Shipments must be tendered between the hours of 1:00 p.m. and 5:00
   p.m.; shipments would be held at origin until at least 4:00 a.m. of
   the day following tender; no tracing information would be provided
   until four days after tender; shipments requiring expeditious or
   special handling will not be accepted; and the minimum weight per
   shipment would be 1,000 pounds.
2/ Airconomy rates are space-available rates subject to a number of
   additional restrictions originally filed by American Airlines, Inc.,
   in order to promote more efficient use of its underutilized equipment,
   facilities, and personnel during the daylight hours.  These rates
   were permitted to become effective by Order 70-12-99, and a number of
   other carriers subsequently filed similar rates.
