     TRANS WORLD AIRLINES, INC.                .       Docket 30203

for exemption pursuant to section 416(b)
of the Federal Aviation Act of 1958



                            ORDER GRANTING EXEMPTION

     On December 14, 1976, Trans World Airlines, Inc., (TWA) filed an
application concurred in by twenty-one other carriers 1/ whereby it requests
an exemption to provide free transportation to 240 travel agents and two
staff members of the Association of Retail Travel Agents (ARTA) from various
U.S. points to Kansas City and return for the purpose of attending intensive
three-day seminars. The seminars will deal with in-house training techniques
travel agents can use to reeducate their staffs and increase air and tour
sales. Approximately 40 agents will attend each of six three-day sessions
with the first class beginning March 4 and the last one commencing October 14,
1977. Air travel will commence no earlier than one day prior to the seminars
and return travel will commence not later than one day after the seminars
are completed.

     In support of its application, TWA states that the aforementioned seminars
have been prepared and developed by the ARTA staff; that its objectives are to
present a variety of productive in-house teaching techniques making the agents
aware of the increasing need for specialized knowledge in the planning, pro-
motion, and booking of comprehensive air and tour sales; and that such presen-
tations are intended to make the agent's business significantly more efficient,
which should result in a reduction of cost and an increase in the profit
