C. on the 2nd day of January, 1981 In the Matter of the Schedules of AVIANCA Docket 39117 (Aerovias Nacionales de Colombia, S.A.): ORDER TO FILE SCHEDULES AVIANCA (Aerovias Nacionales de Colombia, S.A.) is the holder of a foreign air carrier permit, issued pursuant to Order 78-10-135 which authorizes it to perform foreign air transportation with respect to persons, property, and mail over a route between: (1) a point or points in Colombia; the intermediate point Panama City, Panama; an intermediate point in Jamaica; and the coterminal points Miami, Florida, and New York, New York; (2) a point or points in Colombia; the intermediate points Caracas, Venezuela; San Juan, Puerto Rico; The Azores; Lisbon, Portugal; Madrid, Spain; London, England; Rome and Milan, Italy; Paris, France; Zurich, Switzerland; and the terminal point Frankfurt, Germany; and (3) a point or points in Colombia; the intermediate points Panama City, Panama; and Mexico City, Mexico; and the terminal point Los Angeles or San Francisco, California; provided that the right to serve Los Angeles shall automatically terminate upon initiation of service to San Francisco; and to engage in charter trips subject to Part 212 of the Board's Economic Regulations. The Bureau of International Aviation has granted AVIANCA, under delegated authority, exemptions to perform scheduled round-trip flights to transport persons and property between Barranquilla and Bogota, Colombia; the inter- mediate points Port-au-Prince, Haiti; Santo Domingo, Dominican Republic; and the terminal point San Juan, Puerto Rico. There is currently in effect an Air Transport Services Agreement between the Government of the United States and the Government of Colombia. The U.S. route description provides that a U.S. airline or airlines shall be entitled to operate from the United States via intermediate points to Barranquilla, Bogota, and Cali and beyond Colombia to points in the Western Hemisphere.
