                            ORDER GRANTING EXEMPTION

On July 15, 1980, Trans World Airlines filed a 60-day notice, under section
401(j)(2) of the Act and Part 323 of the Board's Regulations, to suspend
service on September 14, 1980 in the following markets: Cleveland-Frankfurt,
Cleveland-Vienna, Colombus-Paris, Colombus-Tel Aviv, Indianapolis-Frankfurt,
Indianapolis1Vienna; Kansas City-London; San Francisco-Athens; San Francisco-
Cairo, and San Francisco-Rome. All the suspensions involve the domestic
segments of international flights operated on a change of gauge basis. On
July 16, 1980, under section 416(b) of the Act, Trans World requested an
emergency exemption from the 60-day notice requirement to discontinue these one-
directional services on September 4, 1980.

In support of its request, Trans World states that it will implement its
next major schedule change on September 4, 1980; that this systemwide change
will not affect essential air transportation at the five U.S. cities; that these
schedule adjustments will have minor impact on the traveling public because
connecting service via New York is available in the ten markets; that service
continuation for the full tern of the notice period would be an undue hardship
on the carrier and would delay service improvements in other markets because of
aircraft and crew availability; and that it will protect those passengers
booked on any suspended flights at no additional expense to them.
