ORDER


     Agreements among various members of the International Air Transport
Dssociation (IATA) have been filed with the Board pursuant to section 412 (a) of
the Federal Aviation Act of 1958 (the Act) and Part 261 of the Board's Economic
Regulations. They were adopted either by mail vote or at the Reconvened
Meeting of Passenger Tariff Coodinating Conference 1/2 Via the North Atlantic
held in Geneva during June and July 1980, and are intended for effectiveness
on August 4 or November 1, 1980.

     Agreement C.A.B. 28289 increases North and Central Pacific fares between
Japan and Canada by eight percent to reflect escalating fuel price increases as
well as general cost increases; Agreement C.A.B. 28290 amends a number of rules
governing 1980 winter season GIT fares to encourage more travel from Japan
to Europe/Middle East; Agreement C.A.B. 28295 reduces the minimun group size
for GIT passengers traveling from Japan to Alaska in order to more effectively
meet market requirements; and Agreements C.A.B. 28299 and C.A.B. 28301 close
the fare structures for travel between Canada and Africa/Middle East (except
Israel) via North Atlantic routings for the period November 1, 1980 through
March 31, 1981.

     We will approve the agreements which govern fares to/fran U.S. points or
fall under the jurisdiction exercised in Order 78-7-113, July 21, 1978, and
thus have indirect application in air transportation as defined by the Act.

     Pursuant to authority duly delegated by the Board's Regulations 14 CFR 385.16:

     1. We do not find that the following resolution; which has direct application
in air transportation as defined by the Act, is adverse to the public interest
or in violation of the Act, provided that approval is subject, where applicable, to
cditis previously hqxosed by the Board:
