Proposals should include all the data required by section 204.4 of the Department's Regulations (14 CFR 204.4). An original and five copies of the proposal should be sent to Mr. William A. Bingham, Chief, Service Compensation Division, P-54, Room 640 1, Department of Transportation, 400 7th Street, S.W., Washington, D.C. 20590 with the title Proposal to Provide Essential Air Service at Fairmont, Docket 46794, Mankato, Docket 46794, Worthington, Docket 46794, Brookings, Docket 46794, Huron, Docket 46794, and/or Mitchell, Docket 46794, as appropriate; The Department requests that the civic and State officials submit their initial comments on the carrier proposals within 15 days after they receive the proposals: Served 8-2-93 93-7-40 48845 We approve and grant antitrust immunity to the IATA 7-27-93 agreement in this docket which revises an existing cargo rate enabling resolution, approved by Order 92-6-13, June 9, 1992, for application between U.S. points in the Pacific and points in TC2 (Europe/Middle East/Africa). It increases minimum charges for cargo shipments from Scandinavia, Mabritania and Slovenia by amounts ranging from 10 to 48 percent, generally to offset depreciation in the respective national currencies, and reduces minimum charges from the Baltic States and other points in the former USSR by 17 percent.
