In the matter of the cancellation
of air carrier certificates issued
to

     THE FLYING TIGER LINE INC.          :   Dockets 33712 and
                                                     40208
under sections 401 and 418 of the
Federal Aviation Act of 1958


                  ORDER CANCELLING CERTIFICATES

The Flying Tiger Line Inc. (FTL) currently holds a section 401
certificate to engage in interstate and overseas air trans-
portation of persons and property as well as a section 418
domestic all-cargo certificate. 1/ In early 1989, Federal Express
Corporation purchased FTL and, on or about August 5, 1989, all of
the operations of FTL were merged into Federal Express.

Inasmuch as the authority contained in the FTL certificates is
duplicative of authority already held by Federal Express, on
September 8, 1989, we wrote Federal Express and requested that it
advise us if it objected to the cancellation of the FTL certifi-
cates. By letter dated October 6, 1989, Federal Express advised
the Department that it did not object to cancellation of the FTL
certificates as long as such cancellation did not interfere with
Federal Express' arrangements with the FAA which allows the
carrier to use the Operating Specifications previously issued to
FTL. 2/

September 15, 1980, and 81-12-131, adopted by the Civil
Aeronautics Board on December 22, 1981.
2/ According to Federal Express, FTL's FAA Operations
Specifications have been preserved essentially intact as additions
to those currently issued by the FAA to Federal Express. It is
expected that these Operations Specifications will continue in
effect during a transition period scheduled to end before
January 1, 1990. At that time, Federal Express expects to be
issued a single set of Operations Specifications by the FAA. We
have contacted the FAA and determined that the cancellation of
FTL's domestic certificates would not impact its arrangement with
the FAA as long as Federal Express itself held appropriate
Department authority. Moreover, we note that FTL has surrendered
its Air Carrier Operating Certificate to the FAA.
