              ORDER AMENDING INTERIM SUBSIDY RATE

By Order 87-1-38, January 20, 1987, the Department selected
Colgan Airways Corporation (subsequently purchased by and merged
with Presidential Express, Inc., now Presidential Airways, Inc.,
d/b/a United Express) to provide essential air service with
subsidy at Clarksburg/Fairmont, Morgantown, and Elkins, West
Virginia. The carrier was selected to provide three round trips
each weekday and weekend over a Clarksburg/Fairmont-Morgantown-
Washington National Airport routing with 14-seat Beech 99
aircraft for a subsidy of $257,659 on an annual basis. At
Elkins, the carrier was selected to provide two round trips each
weekday and weekend between Elkins and Washington's Dulles
International Airport with 14-seat Beech 99 aircraft for a
subsidy of $263,096 on an annual basis.

By Order 87-8-39, August 17, 1987, the Department reselected the
same carrier (at that time Presidential Express, Inc., d/b/a
Presidential Express or Continental Express) to provide seasonal
essential air service with subsidy at Hot Springs, Virginia.
The carrier was selected to provide two daily round trips
between Hot Springs and Washington's Dulles International
Airport from April 1, 1987, through November 30, 1987, with 14-
