     SIMMONS AIRLINES, INC.

to suspend service at Jackson,
Michigan, under section 419 of
the Federal Aviation Act of
1958, as amended

                        ORDER =MNDIN    SERVICE CBLIGATIcON

On September 21, 1986, Simmons Airlines, Inc., filed a 90-day notice of its
intent to suspend all of its subsidized essential air service at Jackson,
Michigan, effective December 21, 1986.

Since the proposed suspension at Jackson by Simmons would deprive the acminity
of all of its essential air service, by Order 86-11-21, November 10, 1986, the
Department prchibited Simmons from suspending service at Jackson and required
the carrier to maintain service for a 30-day period, while we instituted an
essential air service replacement case. By Order 87-12-12, the Department
deferred action on proposals submitted in response to Order 86-11-21, and again
requested proposals from carriers interested in serving Jackson. As required
by section 419, we have extended Simmons' service obligation for additional
30-day periods. The latest extension, through February 8, 1989, was issued by
Order 88-1-10.

By Order 89-1-27, dated January 18, 1989, the Department concluded its
replacement case by selecting MST Aviation, Inc., to provide essential air
service at Jackson and at three other Michigan cammunities -- Battle Creek,
Alpena and Sault Ste. Marie. However, the Department also required Simmons to
maintain the capability to resume service at Jackson, Alpena and Sault Ste.
Marie after MST Aviation ccmmences its new service.

MST Aviation will not have its new service at Jackson in place by the end of
Simmons' current hold-in period, February 8, 1989. Therefore, in acordance
with section 419(a)(6) of the Act, we will extend Simmons' service obligation
at Jackson for an additional 30-day period, through March 10, 1989, or until a
replacement carrier that is capable of providing reliable essential air service
actually begins service, whichever occurs first.
