                       ORDER EXTENDING SERVICE C8LIGATION

On December 8, 1987, Tennessee Airways, Inc., d/b/a Iowa Airways, filed 30-day
notices of its intention to suspend scheduled air service at Benton Harbor/St.
Joseph, Michigan, and Elkhart, Indiana, effective on or after January 7,
1988. 1   Iowa Airways provides round-trip service to Chicago (Midway Airport)
at both camunities. Since the suspension of service by Iowa Airways would
deprive the camunities of essential air service, by Order 88-1-23 the
Department instituted a service replacenent case and prohibited Iowa Airways
fram suspending its service at Benton Harbor/St. Joseph and Elkhart for an
initial 30-day period. In accordance with section 419(a)(6) of the Act, we
have extended Iowa Airways' service obligation for successive 30-day periods
while we process a carrier selection case. 2/ The most recent extension,
through Septenber 3, 1988, was issued by Order 88-7-46.

We received proposals fran Alliance Airlines and Iowa Airways and a late filed
proposal frnm Great Lakes Aviation to prcide essential air service at the
carunities with subsidy. Subsequently, both Alliance and Great Lakes withdrew
their proposals. We have concluded a rate conference with Iowa Airways, the

7/   By Order 88-4-82, we established final rates of canpensation for the
provision of service at the comnunities by Iowa Airways for the period
January 7, 1988, through March 31, 1988, and for the period April 1, 1988,
through May 31, 1989, or until final action by the Department on the carrier
selection case, whichever occurs first.
