JP.VED AUG 4 1988 Issued by the Department of Transportation on the 1st day of August, 1988 Notice of Intent of SIMMONqS AIRLINES, INC. to suspend service at Jackson, Michigan, under section 419 of : the Federal Aviation Act of 1958, as amended Docket 44370 ORDER EXTINDING SERVICE OBLIGATION On September 21, 1986, Simmons Airlines, Inc., filed a 90-day notice of its intent to suspend all of its subsidized essential air service at Jackson, Michigan, effective December 21, 1986. Since the proposed suspension at Jackson by Simmons would deprive the ocmnunity of all of its essential air service, by Order 86-11-21, November 10, 1986, the Department prohibited Simncns from suspending service at Jackson and required the carrier to maintain service for a 30-day period, while we instituted an essential air service replacement case. As required by section 419, we have extended Simmons' service obligation for additional 30-day periods. The latest extension, through August 12, 1988, was issued by Order 88-7-23. By Order 86-11-21, the Department also requested proposals from carriers interested in providing essential air service, with subsidy if necessary, at Jackson. We received proposals from Hub Express and Alliance Airlines. We conducted rate conferences with each carrier and reached agreement on final service and subsidy proposals. A sunmary of these final proposals was prepared and sent to the civic officials of Jackson requesting their comments. The community subsequently submitted comments stating that they did not support the selection of either carrier to provide essential air service at the point. By Order 87-12-12, the Department deferred action on the carrier selection case for Jackson since the community did not support any of the proposals submitted by Alliance or Hub Express. The order allowed carriers which may be interested in submitting proposals to serve Alpena, Sault Ste. Marie and Battle Creek, a period of 30 days to submit a proposal inorporating service at Jackson that would be more effective and efficient than the current proposals. New proposals submitted by three carriers are now being reviewed.
