           FINAL ORDER DENYING APPLICATION ANT) REVOKING CERTIFICATE


By Order 87-2-9    issued  February  5, 1987 the Department directed all
interested persons to show cause why we should not deny the application of
Standard International Airways, Inc., for a redetermination of its fitness and
revoke the carrier's section 401 certificates authorizing it to engage in
interstate, overseas, and foreign charter air transportation operations. The
denial and revocation were proposed because the carrier had failed to
demonstrate that it continues to be fit and thus failed to comply with section
401(r) of the Act, which requires certificate holders to continue to be fit,
willing and able to provide services authorized by their certificates.

have been received.


ACCORDINGLY,

1. We make final our tentative findings and conclusions set forth in Order
87-2-9 ;

2. We deny the application of Standard International Airways, Inc. for a
redetermination of its fitness (Docket 42577)
