          ORDER DENYING PETITIONS FOR RECONSIDERATION
                        OF ORDER 86-10-38

By Order 85-10-38, we instituted the U.S.-London Gateways Case to
consider the selection of two additional gateway cities to London,
as well as the carriers that would serve those routes. That
proceeding was also to consider the selection of a carrier to
replace World Airways on the Baltimore-London route. However, this
latter issue was subsequently severed from the Gateways case, and
will be considered in the separately instituted Baltimore-London
Service Case.

We have received petitions for reconsideration of Order 86-10-38
from American Airlines and, jointly, from the City of Charlotte,
North Carolina and Piedmont Aviation.lJ Answers to these petitions
were filed by the Cincinati parties, Delta Air Lines, the Raleigh-
Durham Airport Authority, and the State of North Carolina. A
joint answer was filed by the City of Charlotte, the Tampa Bay
parties, and Piedmont Aviation.

American's petition requests that the Department withdraw its
concurrence with the action of the Department of State designating
Charlotte as the U.S. choice for Point D under the gateway
selection provisions of the United States-United Kingdom Air
Services Agreement. American alleges that the preselection of

by Air Specialties Corp, d/b/a Air America. As both of these
petitions deal exclusively with the Baltimore route, which is now
being considered in a different proceeding, we will respond to
them in a separate order which we expect to issue shortly.
