Docket 43252 under sections 401 and 419 of the : Federal Aviation Act of 1958,4as : amended, to terminate service at : Rockford, Illinois ORDER EXTENDING SERVICE OBLIGATION On July 9, 1985, Frontier Airlines, Inc., advised the Department of its intent to terminate its service at Rockford, Illinois, effective October 7, 1985. On July 15, Frontier requested that it be granted an exemption to reduce its service on September 4 to one daily round trip between Rockford and Denver via Chicago. 1/ By Order 85-8-85, August 29, 1985, we prohibited Frontier from suspending service at Rockford but granted Frontier's request to reduce its service from two daily round trips to one daily round trip over a Rockford- Chicago-Denver routing beginning September 4. Finally, the order required Frontier to maintain this one round trip service through November 6. We have subsequently extended Frontier's service obligation in 30-day increments, the most recent through May 5 by Order 86-3-74. Subsequent to receiving Frontier's notice but prior to the issuance of Order 85-8-85, the Department issued Order 85-7-73, July 30, 1985, requesting propo- sals from carriers interested in providing essential air service at Rockford. The due date of September 4 for receiving proposals passed without a response from any carrier, and we therefore resolicited proposals by Order 85-12-38. Proposals were due to be submitted by January 21, 1986 and we have received one subsidy proposal from a nonoperating carrier. In the meantime, we are required under section 419(a) (6) of the Federal Avia- tion Act to maintain Frontier's service at Rockford for successive 30-day periods until replacement service is being provided. Since Frontier's current _/ Essential air service for Rockford, as defined by CAB Order 80-2-124, February 25, 1980, requires a minimum of two daily nonstop round trip flights to Chicago, or two daily round trips each to a hub to the east of Rockford and to a hub to the west of Rockford, providing a total of at least 80 inbound and 80 outbound seats if aircraft with 9 or fewer seats are used or 62 inbound and 62 outbound seats if aircraft with 14 or more seats are used. Service must be provided with two pilots and aircraft having two engines and convenient cabin entry through airstair doors or similar type access.
