      PIONEER AIRWAYS, INC.         :Docket 42202

 to suspend service at Sidney,
 Alliance and Chadron, Nebraska,
 under section 419 of the Federal
 Aviation Act of 1958, as amended


                        ORDER EXTENDING SERVICE OBLIGATION

 On May 15, 1984, Pioneer Airways, Inc., filed notice with the Civil Aeronautics
 Board (the Board) of its intent to suspend all service at Sidney, Alliance and
 Chadron, Nebraska, effective August 13, 1984. By CAB Order 84-7-71, July 24,
 1984, the Board prohibited Pioneer from suspending its service at these points
 for 30 days, through September 12, 1984. Pioneer's obligation to provide
 service has been extended for consecutive 30-day periods. The latest period
 extends through November 6, 1985 (Order 85-10-14).

 By CAB Order 84-4-24, April 10, 1984, the Board requested carriers interested
 in providing essential air service to Sidney, Alliance and Chadron to file
 proposals, with subsidy requests if necessary. That action was prompted by the
 ending of Pioneer's rate term and by a request by the communities and the State
 of Nebraska that the Board seek a carrier to replace Pioneer. The Board did
 not receive any responses to that request, and therefore issued a second
 request for proposals by CAB Order 84-6-51, June 15, 1984.   In response to the
 second request, Pioneer submitted a proposal on July 23. Staff held a rate
 conference with the carrier on August 16, 1984.

 By CAB Order 84-11-33, November 9, 1984, the Board determined that Pioneer's
 service/subsidy proposal entailed more capacity than any of the communities'
 recent traffic experience warranted. Therefore, the Board again requested
 proposals that match the commnunities' traffic experience more efficiently. The
 Board combined that request with a request for proposals to provide essential
 air service to Hastings, Kearney, and McCook, Nebraska.

 We received and processed proposals to serve all six points in Nebraska from
 AAA Air Enterprises, GP Air and Pioneer Airways. By Order 85-9-51, dated
 September 24, 1985, we selected GP Air to replace Pioneer at the six
 comrunities. GP Air expects to begin service within 120 days of when it was
 selected.

 Since replacenent service at Sidney, Alliance and Chadron wiil not be in place
 by November 6, in accordance with section 419(a)(6) of the Act, we rust require
 that Pioneer maintain its essential air service at those communities for an
additional 30-day period, through December 6, 1985.
