Docket 43230 to terminate service at Laramie, WY ORDER PERMITTING SUSPENSION On July 2, 1985, Rocky Mountain Airways, Inc. filed a 90-day notice of its intent to terminate service at Laramie, Wyoming, effective October 1, 1985. Rocky Mountain currently provides Laramie with two daily nonstop round trips and one six-day-per-week round trip to Denver, its designated hub, with 19- seat Twin Otter aircraft. The current essential air service determination for Laramie was set by Order 83-10-39, October 7, 1983. It requires a minimum of two daily round trips, one-stop and nonstop, to Denver with capacity of at least 80 seats inbound and 80 seats outbound daily if aircraft having 9 or fewer seats are used or 62 seats in each direction daily if 14-seat or larger aircraft are used. Also, flights meeting essential air service requirements must be operated with two pilots and with aircraft having two engines and convenient access through airstair doors or similar type access. In addition to the service provided by Rocky Mountain, Laramie receives serv- ice from Centennial Airlines. At the time Rocky Mountain filed its notice, Centennial provided the Laramie-Denver market with three nonstop round trips, Monday through Friday except Wednesday when it provided only two. Its weekend service consisted of one nonstop round trip each day. 1/ Centennial increased its Laramie-Denver service effective September 15, 1985, by adding a daily non- stop round trip. All service is operated with 14-seat Beech 99 aircraft and some flights serve points beyond Laramie. After allowing for seat preemption from downline points, capacity available on Centennial between Denver-Laramie, is approximately 45 seats in each direction weekdays except Wednesday when 31 seats in each direction are available. Total weekend capacity is approximately 44 seats in each direction. Overall, the seats made available by Centennial after downline preemption are not sufficient to completely fulfill Laramie's current essential air service determination. Flight Trails, d/b/a Air Resorts, intends to begin Laramie-Denver service con- sisting of two nonstop round trips, six-days-per week, with 50-seat Convair 440 equipment in late September.
