MODERN AIR TRANSPORT, INC. for statement of authorization pursuant to Part 378 of the Special Regulations. ORDER AMENDING STATEMENT OF AUTHORIZATION AND DEFERRING ACTION By Order E-24487, dated December 7, 1966, the Board issued a statement of authorization permitting Male Travel Bureau, Inc. (Male) and Overseas National Airways, Inc. (ONA) to conduct a series of inclusive tours. Among the tours authorized was one originating on May 27, 1967, at New York and Baltimore, proceeding to Honolulu, Hawaii, thence to San Francisco, Los Angeles, Las Vegas and Baltimore/New York. Another tour authorized to commence June 24, 1967, is to follow the same itinerary except that it will originate and terminate in New York and Chicago. By letters filed June 2, 1967, purporting to represent joint applications of Male, ONA and Modern Air Transport, Inc. (Modern), certain changes in the aforementioned tours are requested. j/ Male alleges that due to last minute difficulties encountered with hotel reservations it was necessary to change the itinerary of the tour which l_/ Section 378.11 of the Board's Special Regulations requires applications for Statements of Authorization to be filed jointly by the supplemental air carrier and the tour operator, and to be verified by a duly authorized officer of each party thereto. The instant filings consist solely of two letters, without any indication that the author of either was authorized to represent the other parties involved. Although we do not construe these filings as meeting the requirements of section 378.11, they have been accepted.
