handle is hein.usfed/admcfnws0004 and id is 1 raw text is: ADMINISTRATIVE CONFERENCE NEWS IA Administrative Conference of the United States Spring 1990 Volume IV, Number 1 Biotechnology, Social Security, and Immigration Issues Highlight December Plenary Session Four recommendations and a statement, which are printed in full in the December 29, 1989 Federal Register (54 Fed. Reg. 53493), were adopted at the Conference's Fortieth Plenary Session December 14-15, 1989. Recommendation 89-7, Federal Regulation of Biotechnology, recom- mends steps to improve interagency coordination of federal biotechnology. These include enlarging the membership of the Office of Science and Technology Policy's Biotechnology Science Coordinating Committee and opening its proceedings to the public except as necessary to protect confidential information. While finding no basis for recommending statutory change, the Conference urged that a survey of biotechnology development and existing regulation be conducted, and that the President and Congress monitor interagency coordination of biotech- nology regulation. After a healthy debate, the Conference also approved Recommendation 89-9, Processing and Review of Visa Denials. The recommendation calls for changes in the handling of visa applications by United States consulates abroad and the review of denials of such applications. Among the changes recommended by the Conference are permitting applicants to be assisted by counsel, increasing the explanation of the basis for visa denials, and making advisory opinions of the Visa Office public. The recommendation also asks the State Department, after appropriate study, to develop and submit to Congress a proposed process for limited administrative review of consular visa actions. The Conference addressed another high-volume, adjudicatory program when it adopted Recommendation 89- 10, Improved Use of Medical Personnel in Social Security Disability (see Plenary page 3) Secretary of Transportation Samuel K. The roundtable, which was attended by over 40 agency general counsels or their deputies, was under- taken in cooperation with the Chief Judges of the U.S. Court of Appeals for the District of Columbia Circuit and the U.S. District Court for the District of Columbia One of a series of Conference programs intended to familiarize agency personnel with the potential uses of ADR in specific settings, the roundtable provided information to enable agencies to participate meaningfully in those courts' recently initiated alternative dispute resolution programs.
