New Council Members Sworn In                                      Highlights

    On September 8th, Chairman Marshall Breger welcomed two new members
to the Council of the Administrative Conference. Oaths of office were administered  New Council Members Thirty-third

    Mr. Burns joined the Administration in January of 1986 as Associate At-
torney General and became Deputy in July. Previously the Chairman of the Manag-
ing Committee of Burns, Summit, Rovins & Feldesman of New York City, Mr.   Features
Burns graduated from Union College in 1953 and received his law degree from

    The second new Council member, Mark Sullivan III, was a partner at Baker

graduated from Yale in 1964 and from the University of Virginia Law School
