                 RIVER AND HARBOR BILL.



                 APRIL 11, 1902.-Ordered to be printed.



Mr. FRYE, from the Committee on Commerce, submitted the following

                          REPORT.
                     [To accompany H. R. 12346.]

  The Committee on Commerce, to whom was referred the bill (H. R.
12346) making appropriations for the construction, repair, and pres-
ervation of certain public works on rivers and harbors, and for other
purposes, having considered the same submit the following report,
giving such information in respect to each item as is deemed essential
to an appreciation of its merits.
  The bill as it came to the Senate appropriated the sum of $24,014,107
and authorized continuing contracts for the completion or prosecution
f certain improvements, to be paid for by future appropriations,
nounting to $36,674,160. The grand total of appropriations and
  ithorizations in the bill as it came from the House was, therefore,
     88,267.

And authorizations of contracts to be provided for by future appropria-
  tions amounting to .........------------------------------------- 36, 674,160
     Total ..................------------------------------------- 60, 688, 267
  The net increases in the bill as reported to the Senate are:
Appropriations ----------------------------------------------------- $4, 691,835
Contracts authorized ---------- ......................................  4,917,337
     Total increase ---------- ------------------------------------  9,609, 172
  The bill as reported to the Senate, therefore, carries appropriations
aggregating $28,705,942, and authorizations of continuing contracts
amounting to $,41,591,497, giving a grand total of $70,297,439.
