LEAGUE OF NATIONS
PROTECTION OF CHILDREN
REPORT OF THE FIFTH COMMITTEE TO THE FIFTH ASSEMBLY.

The Fifth Committee has thoroughly discussed this problem. Proposals had been laid before
it by its Rapporteur and by the Delegate of the British Empire. The Report (Annex 1) and the
Memorandum (Annex 2) submitted by the Delegate of the British Empire will be found in the
annexes.
In an earlier resolution, the Committee had proposed that a credit of 50,000 francs (including
the io,ooo francs originally provided for) should be inserted in the budget to cover the cost of
taking over the work previously done by the International Association for the Protection of
Children. The Fourth Committee did not feel justified in placing this amount in the budget,
and the Fifth Committee accordingly modified its recommendation.
The Committee submits unanimously the proposal included under No. I to the Assembly.
It submits, also by a unanimous vote, the proposals included under Section II, submitted to
the Committee by the Chilian Delegate.
I.
1. The Assembly ratifies the decision adopted by the Council at its session in March 1924
providing that the work hitherto carried out by the International Association for the Protection
of Children should henceforth be entrusted to the Secretariat of the League of Nations.
z. The Assembly requests the Council to reconstitute the Advisory Committee on the
Traffic in Women and Children under a new name and with two groups of assessors, one group
to attend whenever questions relating to the traffic in women and children are dealt with and the
other when questions relating to the protection of children are discussed.
The Assembly recommends that the assessors belonging to the latter category should in-
clude persons qualified to act as representatives of the principal private organisations dealing
with the protection of children, and in particular the International Association for the Protec-
tion of Children.
3. The Assembly considers that the subjects to be dealt with and the methods of dealing
with them should be such as may be approved by the Council on the advice of the Advisory Com-
mittee; and considers that in this matter the League can most usefully concern itself with the
study of those problems on which the comparison of the methods and experiences of different
countries, consultation and interchange of views between the officials and experts of different
countries and international co-operation may be likely to assist the Governments in dealing with
such problems.
4. The Assembly takes note of the fact that the protection of children in certain respects
already falls within the scope of the work of existing organisations of the League, as, for example,
protection, from the hygienic point of view, falls within the sphere of the Health Organisation
of the League, and the regulation of the conditions of employment of children within that of the
International Labour Organisation; and considers that, in carrying out any new duties entrusted
to it, care should be taken to prevent any duplication of work.
5. The Assembly recommends in addition that the Health Organisation of the League
should be invited to consider any measures within its competence which it would be desirable
and practicable to undertake for the protection of children from the hygienic point of view.
