i confess that I am apt to distrust the refinements of learning, because C
ve seen the ablest and most learned men equally liable to deceive them-
selves and to mislead others.- Chatham.
No nan respects the [judiciary) more than I do, or would contend more
strenuocely than I would, to preserve to them their just and legal autho-
rity Within the bounds prescribed by the constitution that authority is
necessary to the well being oftthe people: beyond that line, every exertion
,f power is arbitrary, is illegal : it threatens tyranny to the people, and
(estrus'ion o the state. Power without right, is the most odious and
tletestable object that can be olfered to the human imagination: it is not
ony pernicious to those who are subject to it ; but tends to its own dentruqg
