TO THE EDITOR OF THE PILOT.

My DEAR SiR-I have at length got the Irish
Reform Bill, and proceed to fulfil a promise I made,
to give as intelligible an abstract of it as I possibly
can. I will cast away, as much as possible, all tech-
nical language, and render each clause as clear as is
in my power to make it.
Let it be recollected that the reform bill sweeps
away all former registries. There is not a single
person entitled to vote in Ireland at the present mo-
ment-every body must begin over again.
It is, therefore, absolutely necessary to state all
the rights in which persons can now register. The
first step towards voting is to register. This is an in-
dispensible preliminary.
I propose to do these things-
First-I will state the rights of voting in coun-
ties at large as they existed prior to the reform bill.
