The USITC's mission is threefold: to administer U.S. trade remedy laws in a fair and objective manner; to provide the President, the U.S. Trade Representative (USTR), and the Congress with independent, quality analysis, information, and support on matters of tariffs and international trade and competitiveness; and to maintain the Harmonized Tariff Schedule (HTS) of the United States. In doing so, the USITC serves the public by implementing U.S. law and contributing to the development and implementation of sound and informed U.S. trade policy. The USITC fulfills its mission and serves the nation through five major operations. F These are: AnidmpngContrviln Duty import injury investigations, which involve determining whether certain unfairly investigations: filed, cmr traded imports (antidumping and countervailing duty investigations) as well as g 25 individual investigations increased imports (global and bilateral safeguard investigations) injure or threaten to Sunset reviews: 36 instituted, cover injure U.S. industries; n 84 separate orders intellectual property-based import investigations, which may result in an order, A s 7 subject to disapproval by the USTR, barring the importation of articles found to be involved in certain unfair trade practices in import trade, most notably patent or - n trademark infringement; - n nia p industry and economic analysis, which involves conducting objective analyses of major trade-related issues; estimating the probable economic effects of trade agreements; and analyzing the competitiveness of specific industries, seeking to - a a d r s 22 identify economic factors within the industry as well as external factors that affect the industry's competitiveness; p u 12 tariff and trade information services, through which reliable and timely trade information and analysis is developed and delivered to the Commission, the Congress, - n 1 the executive branch, and the general public; and - n n 0 0 9 . trade policy support, which involves direct technical support I D an by USITC staff to the USTR, congressional committees and Cm Members of Congress, interagency committees, and U.S. delegations to multilateral trade organizations, such as s the World Trade Organization. The six Commissioners are appointed by the President and confirmed by the Senate for terms of nine years, unless appointed to fill an unexpired term. The terms are set by statute and are staggered so that a different term expires every 18 months. A Commissioner who has served for more than five years is ineligible for reappointment. A Commissioner may continue to serve after the expiration of his/her term until a successor is appointed and qualified. No more than three Commissioners may be members of the same political party. The Chairman and the Vice Chairman are designated by the President and serve for a statutory two-year term.The Chairman may not be of the same political party as the preceding Chairman, nor may the President designate two Commissioners of the same political party as the Chairman and Vice Chairman.
