The USITC is an independent, quasi-judicial federal agency established by Congress with a wide range of trade-related mandates.

The USITC's mission is threefold: to administer U.S. trade remedy laws in a fair and objective manner; to provide the President, the U.S.
Trade Representative (USTR), and the Congress with independent, quality analysis, information, and support on matters of tariffs and
international trade and competitiveness; and to maintain the Harmonized Tariff Schedule (HTS) of the United States. In doing so, the
USITC serves the public by implementing U.S. law and contributing to the development and implementation of sound and informed
U.S. trade policy.

The USITC fulfills its mission and serves the nation through five major operations.  F

  identify economic factors within the industry as well as external factors that affect the

 tariff and trade information services, through which reliable and timely trade
  information and analysis is developed and delivered to the Commission, the Congress,  -  n   1

                                  The six Commissioners are appointed by the President and confirmed by the Senate for terms
                                  of nine years, unless appointed to fill an unexpired term. The terms are set by statute and are
                                    staggered so that a different term expires every 18 months. A Commissioner who has served
                                    for more than five years is ineligible for reappointment. A Commissioner may continue to
                                      serve after the expiration of his/her term until a successor is appointed and qualified. No
                                      more than three Commissioners may be members  of the same political party. The Chairman
                                      and the Vice Chairman are designated by the President and serve for a statutory two-year
                                      term.The  Chairman may  not be of the same political party as the preceding Chairman, nor
                                      may  the President designate two Commissioners of the same political party as the Chairman
                                      and  Vice Chairman.
