(2) Presidential Proclamation 7641 (68 FR 3168) of January 17, 2003, To Modify Rules of Origin Under the North American Free Trade Agreement, effective January 1, 2003. (3) Presidential Proclamation 7657 (68 FR 15921) of March 28, 2003, To Take Certain Actions Under the African Growth and Opportunity Act With Respect to the Republic of The Gambia and the Democratic Republic of Congo: Gambia and Congo are designated as an eligible sub-Saharan African countries and as beneficiary sub-Saharan African countries, effective April 2, 2003. (4) Presidential Proclamation 7689 (68 FR 39795) of June 30, 2003, To Modify Duty-Free Treatment under the Generalized System of Preferences, effective July 1, 2003. (5) Office of the United States Trade Representative Notice( 67 FR 79954) of December 31, 2002, Technical Corrections to the Harmonized Tariff Schedule of the United States, effective January 1, 1995. (7) Office of the United States Trade Representative Notice (68 FR 10298) of March 4, 2003; Determinations Under the African Growth and Opportunity Act (AGOA), Rwanda is eligible for textile and apparel benefits provided under the AGOA effective March 4, 2003.
