and dividends. Many of the amendments represent
attempts to delay consideration of the Kasten
amendments providing for repeal of withholding;
few of the amendments deal with the issues of

preceded by an asterisk are unavailable for in-
clusion.
Subsequent to the printing of Senate Amendment
No. 1178, the Senate agreed to change its rules to
provide for the printing of amendments in the
Congressional Record. Amendments submitted after
April 20, 1983 to S. 144 can be found at Item 126
in Volume 8.
