Mr. JONES, from the Committee on Commerce, ubmitted the
following
REPORT
[To accompany S. 742]
The Committee on Commerce, to whom was referred the bill
(S. 742) to provide for the establishment, operation, and mainte-
nance of foreign-trade zones in ports of entry of the United States,
to expedite and encourage foreign commerce, and for other purposes,
having considered the same, report favorably thereon and recom-
mend that the bill do pass without amendment.
This bill has been reported favorably to the Senate in the Sixty-
eighth and Sixty-ninth Congresses, and the report submitted on the
bills in those Congresses is hereby made the report of the committee
on this bill.

The Committee on Commerce, to whom was referred the bill (S. 66) to provide
for the establishment, operation, and maintenance of foreign-trade zones in ports
of entry of the United States, to expedite and encourage foreign commerce, and
for other purposes, having considered the same, report favorably thereon, and
recommend that the bill do pass without amendment.
The bill has the approval of the Departments of the Treasury and Commerce,
as will appear by the annexed communication.
The report on a former bill, S. 2570, Sixty-eighth Congress, first session, is
attached to and made a part of this report.
There also is attached hereto a report prepared by- the department of public
works of the Commonwealth of Massachusetts on the subject of free ports, giving
considerable up-to-date information, following which is a copy of the bill as
recommended by the committee.

MY DEAR MR. CHAIRMAN: I have the honor to refer to your letter of the
16th instant, transmitting for report a copy of a bill (S. 66) which provides for the
establishment, Gtc., of foreign trade zones.
After careful consideration of the bill I perceive no objection to its passage
so far as the interests of this department are concerned. I think it proper,
however, to invite your attention to section 562 of the tariff act of 1922, under the
