Consistent with its statutory mandate, the Commission makes determinations in proceedings involving imports claimed to injure a
domestic industry or violate U.S. intellectual property rights; provides independent tariff, trade, and competitiveness-related analysis
and information; and maintains the U.S. Harmonized Tariff Schedule.
The USITC fulfills its mission and serves the nation through:
 import injury investigations, which include determining whether certain unfairly
traded imports (antidumping and countervailing duty investigations) or increased
imports (global and bilateral safeguard investigations) injure or                  d       g  unea r
threaten to injure U.S. industries;                                             D    ns                 r
 intellectual property-based and other unfair import investigations, which
involve determining whether imported articles infringe U.S. intellectual property
rights (e.g., patents and trademarks) or are involved in certain unfair trade practices
that injure U.S. industries, and which may result in an order, subject to disapproval by
the U.S. Trade Representative (USTR), barring the importation of such articles;

 industry and economic analysis, which involves conducting objective analyses of     e n 0
major trade-related issues; estimating the economic effects of trade agreements;
and analyzing the global competitiveness of specific industries and economic    A     e         -        s
factors within the industry as well as external factors that affect the industry's  -   e -p e r  2
competitiveness;
 tariff and trade information services, which involve providing to the Congress,  n    n   rr     ee
the executive branch, and the general public reliable and timely trade and tariff
classification information and analysis, including publication of the U.S. Harmonized

* trade policy support, which involves direct technical support by USITC     s   n d   s  d    s     45
staff to USTR, the Congress, interagency committees, and U.S.
delegations to multilateral trade organizations, such as the
World Trade Organization.
The Commission is composed of six Commissioners
who are appointed individually by the President and     n   e  a
confirmed by the Senate for terms of nine years,
unless appointed to fill an unexpired term. The
Commissioners'term lengths are set by statute
and staggered so that one Commissioner's term expires every 18 months. A Commissioner
who has served for more than five years is ineligible for reappointment. Commissioners may
continue to serve after their terms expire until their successors are appointed and sworn
in. No more than three Commissioners may be members of the same political party. The
Chairman and the Vice Chairman are designated by the President and serve for a statutory
two-year term. The Chairman may not be of the same political party as the preceding
Chairman, nor may the President designate two Commissioners of the same political party
t                             as the Chairman and Vice Chairman.
