Consistent with its statutory mandate, the Commission makes determinations in proceedings involving imports claimed to injure a domestic industry or violate U.S. intellectual property rights; provides independent tariff, trade and competitiveness-related analysis and information; and maintains the U.S. Harmonized Tariff Schedule. The USITC fulfills its mission and serves the nation through: import injury investigations, which involve determining whether certain unfairly traded imports (antidumping and countervailing duty investigations) as well as increased imports (global and bilateral safeguard investigations) injure or threaten to injure U.S. industries; Anr intellectual property-based import investigations, which involve determining whether imported articles infringe U.S. intellectual property rights (e.g., patents and trademarks) or are involved in certain unfair trade practices that injure U.S. industries, and which may result in an order, subject to disapproval by the U.S.Trade n u r 3 separate ord Representative (USTR), barring the importation of such articles; industry and economic analysis, which involves conducting objective analyses c omleeds of major trade-related issues; estimating the probable economic effects of trade agreements; and analyzing the global competitiveness of specific industries and A s 7 n economic factors within the industry as well as external factors that affect the tariff and trade information services, which involve providing to the Congress, - n na p 1 the executive branch, and the general public reliable and timely trade and tariff 0- gea xlson0dr sud 4 classification information and analysis; and trade policy support, which involves direct technical support by USITC staff to the USTR, the Congress, interagency committees, and U.S. delegations to multilateral trade organizations, such as the World Trade Organization. rd : 1* The six Commissioners are appointed by the President - 1 and confirmed by the Senate for terms of nine years, unless appointed to fill an unexpired term. The terms are set by statute and are staggered so - n n n 1 that a different term expires every 18 months. A Commissioner who has served for more than S 3% five years is ineligible for reappointment. A Commissioner may continue to serve after the expiration of his/her term until a successor is appointed and qualified. No more than three Commissioners may be members of the same political party. The Chairman and the Vice Chairman are designated by the President and serve for a statutory - Rtwo-year term. The Chairman may not be of the same political party as the preceding Chairman, nor may the President designate two Commissioners of the same political party as the Chairman and Vice Chairman.
