AIRPORT, HOUSING LEGISLATION PROVIDE QUICK TEST OF BALAIICED BUDGET ?OiJCTIVE The Administration's precariously balanced Federal budget for the fiscal year 1960 already is facing serious challenge. The first tests of this balanced budget objective-and of President Eisehhower's reported determination to resist excessive spending--will come shortly. Specifically, strong forces vithin,' and outside, the Congress are supporting enactment of Federal aid for airports and housing legislation which would far exceed the levels contemplated in the fiscal 1960 Federal budget. Similarly, there is also strong support f6r depressed area aid which goes beyond the budget proposals; and a proposal for providing Federal funds in sizeable amounts for loans to municipalities for commun- ity facilities--for which the budget makes no provision, is receiving sub- stantial support. Last year, it will be recalled, the Congress approved Federal aid ts airports and depressed area bills which were vetoed by the President. A huge omnibus housing measure, and a 2 billion community facilities proposal passed the Senate last year, but failed of passage in the House. As succinctly as possible this report seeks to present certain back- ground material, with a comparison of the most pertinenat provisions of the Administration (budget) proposals with those of the majcor :casures, having the strongest apparent support, now.under onnsideration. Federal Aid to Airports The fiscal 1959 Federal budget presented ajyear ago, did not provide% for the extension of the $63 million a year Federal aid airport program, which under existing law expires June 30, 1959. However, the Congress, just prior to adjournment last August, passed legislation extending the program for four years (through fiscal 1963) and increasing the annual authorization to $100 million, beginning in the current fiscal year, This measure was vetoed by President Eisehhower on September 2, 1958. in his veto message, the Chief Executive held that civil airports have alwrs been regarded as primarily a local responsibility, though during the period when the aviation industry was growing to maturity, some Federal assistance was appropriate.
