Speed is the keynote of the new Congress.  The first week in Washington
shows there will be a minimum of delay in the legislative program
No organization difficulties, very few new billb *.the Congress
merely picks up where it left off October 197._ATWf course, everybody
is thinking of an early adjournment in an election year.
Appropriation subcommittee hearings are off to an early start in the
House -- even ahead of the President's Budget messages The first --
Treasury-Post Office -- started January 5, all other major hearings
scheduled for Monday, January 9.
Tentative time-table calls for all hearings to be completed by
March 3, consolidated bill to be sent to the Senate by ApniT .
This week's rumor that the single-package appropriation procedure
may be dropped may not be as serious as it seems. It was reported that
Speaker Rayburn was not sold on the idea and might stop the procedure
in caucus. Latest story is that Rayburn and Chairman Cannon may have
resolved their differences.
Senate is also moving ahead quickly on appropriations. Chairman
McKellar has appointed a subcommittee to meet with House members and
ease the growing pains of the new procedure. And Senate subcommittees
are reporTed ireadyto start their appropriation heEFris two weeks after
the House groups get started -- long before the bill reaches the upper
chamber.
The pattern of the Second Session was set by the President's
State of the Union message Wednesday. Fair Deal, 1950 version, is al-
most identical with Fair Deal, 1949. The tone was more conciliatory --
towardTusiness and for economy -- but the s-ustanoe was the same.
As expected, there were no surprises in the message -- with one
little-noted exception that may or may not be significant. Although the
President talked economy and balanced budget, and felt impelled to ask for
unpopular tax increases, he did not so much as mention the Hoover re-
organization changes as part of the program for the coming year. Over-
