PENSIONS FOR STATE AND LOCAL EPLOYEES
These references have been selected from literature assembled in connection
with the preparation of Tax Foundation's forthcoming study on state and local
pension systems. Citations have been confined to those concerned directly with
state and local systems. Some readers may find it worthwhile to supplement the
references listed here with the material in an earlier Tax Foundation bibliography
(Number 21) dealing with private pensions, since to some extent problems of
private and public systems overlap.
The material has been divided under four subdivisions: (1) General discussions
of public pension systems, (2) financing public pension plans, (3) benefit issues,
and (4) statistical sources.
I. GENERAL DISCUSSIONS OF PUBLIC PENSION SYSTEMS
Holland, Daniel M. Private Pension Funds: Projected Growth. (Occasional Paper

Surveys growth of pension plans since the 1930's; predicts continued
.    rapid growth, especially of financial reserves. Covers private as well as
state and local plans. 59 Tables.
Krislov, Joseph. State and Local Government Retirement Systems - 1965 (Research
Report No. 15. U.S. Social Security Administration). Washington, D.C.:
Government Printing Office, 1966. 82pp.
Detailed account of provisions of 151 state and local retirement
systems whose members are also covered by Federal social security. Includes
material on eligibility requirements for retirement, basis for benefit
computation, vesting provisions, method of financing.
Lillywhite, Ray L. Public Employee Retirement Plans: Public Relations in
Management of Retirement Systems, Municipal Finance, Vol. 38, No. 4,
May 1966, pp. 152-160.
Describes various methods administrators may utilize to maintain
effective communications with members, employers, legislators, and others.
Municipal Finance Officers Association. Accounting and Operating Handbook for
Public Employee Retirement Systems. Chicago: 1966. 139pp.
Presents guidelines in connection with such matters as accounting
procedures, investment management, reports, recordkeeping, coordination
with Federal social security, and many other topics of practical concern.
