FOREWORD.
HIS being our first issue we may-be pardoned for taking a little space
to explain our plans and'pu'poses, after which we will retire and not
T      obtrude ourselves into these pages except on matters of specia!
value and importance to all subscribers.
Our plan is to confine our work primarily to boroughs, touching the laws
and decisions of other municipalities only when applicable to boroughs. In
this issue we will give considerable space to the recent Acts of Assembly. Our
reports and decisions will grow as our facilities are perfected.
Forms of ordinances, franchises, contracts, bonds, etc., will depend some-
what on the demand for them, and will (whenever possible) be suoh as have
been tested or in actual use. We wish to obtain from every borough in the
state a copy of their printed ordinances when the same are in pamphlet from.
If necessary we will purchase them or exchange.
We do not wisi this work to take the place, or in any way cover the ground
of other works on municipal affairs; so that while it may be of interest to con-
tractors and engineers it will not be of any considerable value.
Our Questions and Answers page will be- open to all subscribers. Of ne-
cessity, this page will be limited to such inquiries as may be of general in-
terest. It would be impossible for us in any way to supplant the necessity of
attorneys, nor is it our intention. We wish to make this point clear at the out-
set. We believe that every growing borough, no matter what the size, should
have at least a consulting attorney, if not a duly elected solicitor.
The many special laws, special charters and boundless special circumstan-
ces make it necessary when a particular case arises to have the question ex-
haustively examined. Our Questions and Answers page is not for this purpose.
We hope to act (as far as our subscribers desire) as the official organ of the
boroughs of the state, and will have our opinions to express on subjects of
proposed laws that are to our mutual advantage. We will encourage brief,,
thoughtful articles of general interest by our subscribers and others.
Our first issue has been unvoidably delayed. We expect to raise our stand-
ard with each issue, and are particularly anxious to, learn the wants of our
subscribers and then set about to fill them.
We have on hand copies of complete specifications for brick street paving and
also for concrete sewer construction which we will be glad to let subscribers
have free of charge for a limited time; and we will at all times be pleased to
have subscribers send us anything that may be of value.
