HOLDEN AT WINDSOR OCTOBER A.D. 1791
AN ACT REGULATING THE CHOICE OF A COUNCIL OF CENSORS
OCTOBER 25TH, 1791
It is hereby enacted by the General Assembly of the State of Ver-
mont, That the first Constable in each town in this State or in his ab-
sence the town clerk or one or more of the Selectmen, is hereby re-
quired, at least twelve days before the last Wednesday of March next,
to warn a meeting of the Freemen in each respective town by notifying
the same in writing in the most public place or places in each respective
town, to be held at the places agreed upon to hold Freemens meetings
in their respective towns, on the last Wednesday in March next, at one
of the clock afternoon, to give in their votes for thirteen such persons
as they would chuse for a Council of Censors in this State as provided
by the Constitution; and the presiding officers are hereby empowered
and required to open the meetings, receive and seal up the votes of the
freemen in presence of the meeting and write the name of the town
on the outside of the paper containing the votes and these words, Votes
for Censors and also a certificate that they were sealed up by such pre-
siding officer, and deliver such votes so sealed up to the Clerk of the
County Court of the County where such votes were taken within
fourteen days after taking said votes. And the said Clerks are hereby
directed and empowered to receive the same and also to meet at the
Court House in Rutland in the County of Rutland on the Wednesday
next following the first Monday in May next at one of the Clock in the
afternoon, who when met shall then and there immediately open and
count said votes and certify to his Excellency the Governor under their
hands the names of the thirteen persons having the highest number of
votes as elected Censors within six days after the opening and count-
ing said votes, who is hereby requested officially to notify the persons
so elected within twenty days after. And,
It is hereby further Enacted by the Authority aforesaid that the
Censors shall hold their first meeting at the Court House in Rutland
in the County of Rutland on the day appointed by the Constitution of
this State for that purpose. And the notice of the choice received from
his Excellency the Governor shall be sufficient credentials of their be-
ing chosen. And it is hereby made the duty of the Secretary to cause
