I is hereby enafled by the General Afembly of the State of Vermont, That whenever a vacancy thall happen by death or otherwife, in the office of Governor, Lieutenant-Governor, or in the Council, fuch vacancy fball be filled by the joint ballot of the Governor, Council, and Houfe of Reprefentatives.
