THE SEVENTH MUNICIPAL COUNCIL OF ST. THOMAS AND ST. JOHIN
1949--1950
ORDINANCE
Authorizing the Construction and Preparation of a Float to be Used in the
President's Inaugural Parade and Authorizing Honorable Oswald E. Harris to
Attend the Inaugural Ceremonies of President Harry S. Truman.
WHEREAS, The Virgin Islands have been invited to attend the inauguration of Presi-
dent Harry S. Truman on January 20, 1949; and,
WHEREAS, The National Committee has suggested to Governor Hastie that the Vir,
gin Islaids be represented in the Grand Inaugural Parade, by an appropriate float
representative of the Virgin Islands, in which parade the various States of the Union
and Territories are similarly participating; and,
WHEREAS, The people wish to participate in the inaugural ceremonies and consider
it a great opportunity to express their appreciation and loyalty to President Truman; and,
WHEREAS, The Municipal Council, on behalf of the People of the Municipality of St.
Thomas and St. John, desires to have Honorable Oswald E. Harris, Member of the Muni-
cipal Council, represcnt the People of St. Thomas ard St. John at the Inaugural Cere-
monies of our great President, and to have Mr. Harris express to President Truman the
felicitations of the People. Honorable Harris is a staunch Democrat and a member of
the Insular Democratic Committee of the Virgin Islands which gave its full support to
President Truman:
BE IT ENACTED by the Municipal Council of St. Thomas and St. John in session as-
sembled:
SECTION 1. The Governor of the Virgin Islands is hereby authorized to expend from
Municipal Funds a sum of not more than One Thousand ($1,000) Dollars for the purpose
of providing- an aonropriate Float, truly representative of the Virgin Islands of the
United States, for display in the Inaugural Parade for President Truman.
SECTION 2. Honorable Oswald E. Harris is authorized to travel, at government's
expense, to Washington, D. C., to witness the inaugural ceremonies, and to render what-
ever assitance necessary in the prcparation of the Virgin Islands Float, and to otherwise
act on behalf of the Municipality of St. Thomas and St. John. His stay in the Nation's
capital is hereby authorized for ten (10) days at Fifteen ($15.00) Dollars a day, payable
in advance by the Municipality, Fiscal Year 1949: Provided that proper accounting
therefor shall be made upon return to St. Thomas, Virgin Islands.
Thus passed by the Municipal Council of St. Thomas and St. John at its Inaugural
Meeting held on Thursday, January 13, 1949.
