ORDINANCE
To Amend Ordinance to Provide a Revolving Fund for the Purchase of Certain
Petroleum Products, and Lumber for Coffins, and for other Purposes.
Be it enacted by the Municipal Council of St. Thomas and St. John in session assembled:
That the Ordinance To Provide a Revolving Fund for the Purchase of Certain Pe-
troleum Products, and Lumber for Coffins, and for other Purposes,  passed by the Muni-
cipal Council on October 30, 1942, and approved by the Governor on November 12, 1942,
be, and the same is hereby amended to read as follows:
ORDINANCE
To Provide a Revolving Fund for the Purchase of Certain Petroleum Products,
Charcoal, and Lumber for Coffins, and for other Purposes.
SECTION 1. There is hereby created a Revolving Fund for the purpose of making
emergency purchases of kerosene, gasoline, lumber for coffins, and charcoal, and the
Governor is hereby authorized to borrow from the Public Funds Five Thousand Dollars
($5,000.00), without interest, for the said purpose and to cause the same to be deposited
in a Revolving Fund to be disbursed as hereinafter authorized.
SECTION 2. Whenever an acute shortage threatens the economic life of the com-
munity and the Governor finds that the commodities are not being supplied through nor-
mal trade channels, he is authorized to purchase kerosene, gasoline, lumber for coffins
and charcoal, and to sell the same to retailers, dealers, and/or consumers at a cost which.
will include the first cost of the article or commodity plus such other charges as will be
necessary to bring the goods into the Mnnicipality and including landing and handling
charges.
SECTION 3. All purchase costs, insurance, transportation, landing and handling ex-
penses, shall be paid from the Revolving Fund hereby created, provided that a mark-up
of not more than 15o on the gross cost may be added for overhead expenses. The pro-
ceeds of all sales shall be deposited in the said Fund. A monthly report including im-
ports or puchases, sales, and inventory, shall be submitted to the Governor and to the
Municipal Council.
Thus passed by the Municipal Council of St. Thomas and St. John at its Inaugural
Meeting held Thursday, January 28, 1943, at 8:00 o'clock p. m.

this twenty-ninth day of January, A.D., 1943.
