RESOLUTION
To elect two delegates from the Municipal Council of St. Croix to proceed to
Washington to petition the Congress of the United States to refund to the
Virgin Islands Treasury the taxes collected under Internal Revenue Laws of
the United States on articles produced in the Virgin Islands and transported
into the United States, and for other purposes.
Be it enacted by the Municipal Council of Saint Croix in session assembled:
WHEREAS there is to be considered by the 76th Congress of the United States divers
bills affecting the Virgin Islands of the United States, and,
WHEREAS the Congress has been petitioned by the Legislative Assembly of the Vir-
gin Islands to enact certain measures dealing with the extension of benefit payments
under the Federal Sugar Act of 1937, and return of the Internal Revenue Tax on rum and
other articles manufactured in the Virgin Islands and shipped into the United States and,
WHEREAS there exists a large deficit in the municipal Budget for the fiscal year
1938-1939 and a deficiency appropriation from Congress is needed to alleviate the hardship
and financial embarrassment of the Municipality of St. Croix.
NOW THEREFORE, the premises considered, IT IS HEREBY RESOLVED by the
Municipal Council of St. Croix in session assembled that two delegates be elected from
among its members to proceed to Washington, D. C., and the said delegates are hereby
authorized and directed to collaborate with the delegates from the Municipality of St.
Thomas and St. John, to represent and further the interest of the Municipality of St.
Croix and the people of the Virgin Islands by co-operating with any lawfully constituted
authority, and by urging upon the Congress an understanding of our many needs, and by
using every lawful means to obtain passage of legislation affecting the matters herein
above enumerated, and any and all such other measu res as will promote the welfare of
the Municipality of St. Croix and of the people of the Virgin Islands.
AND IT IS FURTHER RESOLVED that said delegates, upon their return to the
Virgin Islands and as soon thereafter as is practicable, shall submit in writing to the Mu-
nicipal Council of St. Croix a report of their activities and accomplishments.
Thus duly passed at an extraordinary meeting of the Municipal Council of St. Croix,
held Wednesday, January 25, 1939.
