CHAPTER 87
1                                AN ACT
2   AUTHORIZING THE ISSUANCE AND SALE OF CAPITAL PROJECTS GENERAL
3   OBLIGATION BONDS TO MAKE CAPITAL EXPENITURES FOR SENIOR
4   CITIZEN FACILITY IMPROVEMENTS AND ACQUISITIONS, FOR STATE
5   PUBLIC EDUCATIONAL CAPITAL IMPROVEMENTS AND ACQUISITIONS, FOR
6   ECOLOGICALLY SIGNIFICANT LAND ACQUISITION, FOR THE EL CAMINO
7   REAL INTERNATIONAL HERITAGE C        AND FOR RADIO
8   COUNICATIONS IMPROVEKENTS; PROVIDING FOR A TAX LEVY FOR
9   PAYMENT OF PRINCIPAL OF, INTEREST ON AND CERTAIN COSTS RELATED
10   TO THE BONDS; REQUIRING APPROVAL OF THE REGISTERED VOTERS AT
11   THE 1998 GENERAL ELECTION OF THE STATE; DECLARING AN
12   EMERGENCY.

14   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
is         Section 1. SHORT TITLE.--This act may be cited as the
16   1998 Capital Projects General Obligation Bond Act.
17         Section 2. PURPOSE.--For the purpose of providing funds
18   for capital expenditures as authorized in this act, general
19   obligation indebtedness of the state is authorized for the
20   purposes and in the amounts set forth in Section 10 of the
21   1998 Capital Projects General Obligation Bond Act.
22         Section 3. BOND TERS.--The state board of finance,
23   except as limited by the 1998 Capital Projects General
24   Obligation Bond Act, shall determine the terms, covenants and
25   conditions of bonds issued pursuant to that act, including but
