W HEREAS it is juft.and.reafonable in itfelf, and. effemnial to the Preamble, common Intereft, that all Perfons indebted'to the United States of America, flould' be amenable to the Courts of Jufiice'within any of the faid States, and that fuch Debts fhould be fpeedily and effeaually recoi;ered; BE IT THEREFORE ENACTE3 by-the Codneil and General Affmbly of this State, and it is hereby Enace~d 7by -the Autbority:of tefain, , That it fll and may be lawful for the congress of the-United'States of America, or any Perfon. or Perfons by them for that Purpofe authorized, to com- mence and profecute in any Court of this State in- which an. Aion to that Amount is cognizable,, an Aaion of Debt, Account, or upon the Cafe, in the Name of the United States of America, who are hereby created a Body politick and corporate within this State for. that Purpofe, by the 'Style and -Title of The United States of America, againft any Per fon or Perfons whomfoever, hisior their Heirs, Executors or Adminiftra. tors, who now are, or hereafter fhall be indebted or accountable to the faid United States, for any Monies$ Goods or. Chattels -received by him or them, by Virtue of any Warrant or Order from* the faid congress, or of any Perfon or Perfons appointed by,, or a~ting under them, or who fhall otherwife be poffeffed of any Money, Goods or.
