DECLARATION OF nIGHTS.
THAT the general, great and essential principles of liberty
and free government may be recognized and e3tablished,
WB DECLAiE:
SECTION 1. That all freemen, when they form a social
conpact, are equal in rights; and that no men, or set of
men, aye entitled to exclusive, separate public emoluments
or privileges from the community, but in consideration of
public services.
SEC. 2. 'I'hat all political power is inherent in the peo-
ple, and all fres governments are founded on their author
ity and established for their benefit; and therefore, they
