Preamble. 1ET I1EREAS from the prefent infecure fituation of many of the public gaols of this flate, and VW the great hazard and danger of keeping prifoners until they are brought to trial at the flated and fixed times of holding courts, as eftablilhed by law, it is thought reafonable, for the more effec- tually expediting of juflice, that the governor be invefted with power to iffue cominiflions of oyer and terminer and gaol delivery; Govcrnor, &-c. B, IT ENACTM., by the General Atffmbly of Maryland, That the governor for the time being, may ifue coin. upon application being made, fliall have full power and authority to iffue commiflions of oyer and millions, &c. terininer and gaol delivery, for the trial of all crimes, offences and mifdlemeanors whatfoever, that have arifen or may arife in any county within this flate, whenever it thall appear to him that there is a neceflity luch commiflion flould iffue.
