(8) In the event of a vacancy on   the Commission or
its Subcommittees, the Governor shall appoint a successor
for the remainder of the life of the Commission.
(9) A majority of the Commission shall constitute a
quorum  for the transaction of any Commission business. In
each Subcommittee, a majority shall constitute a quorum for
the   transaction   of   any   Subcommittee  business.   The
Commission and   the  Subcommittees may adopt such other
procedures necessary to ensure the orderly   transaction of
business.
(10) The    members of the Commission and of       the
Subcommittees may   not receive compensation     for   their
services.    The   members   may be   reimbursed  for their
reasonable expenses incurred in the performance of duties,
in accordance with the standard travel regulations, and as
provided in the State budget.
(11) (The Governor's Office of Human Development] The
Department of Health and Mental Hygiene shall provide staff
support necessary   for the   completion of the Commission's
duties and as provided in the State budget.
C. Scope of the Commission. The Commission shall undertake
a comprehensive review of the State's current health    care
system,   consider   likely changes   in the organization,
financing and delivery of health services during   the  next
five  to  ten years, and develop recormnendatiors to ensure
that all Marylanders have access to quality, cost-effective
health  care.   During  its  first year of operation, the
Commission's highest priorities will include:
(1) A determination of the amounts of public       and
private  funds which are likely to be available to provide
health care under a range of economic circumstances;
(2) A determination of the proper mix of prevention,
primary  and  acute care, and long term care services which
should be available to all Marylanders within each projected
level or resources;
(3) Development of options      for   financing   each
resource level and creating financial and policy incentives
to achieve the desired mix of services within each level;
(4) A review of recommendations    from Task Forces,
Commissions, or other groups which have significant health
care policy and    financing  implications   such   as   the
Governor's Commission on Black and Minority Health; and
(5) Such other necessary     duties as assigned by the
Governor.
