At 12 o'clock, noon, agreeably to as3ignment, the two
Houses assembled in Convention, when His Excellency
the Governor came in, preceded by the Sheriff of Suffolk,
and attended by His Honor the Lieutenant Governor,
the ionorcble Council, and the Secretary, Treasurer,
and Adjutant General, and delivered the following
SPEECH:
Gentlemen of the Senate, and
Gentlemen of the House of Representative:
IT was the Declaration of the Framers of our Republi-
can form of Government,, that the  Legislature ought
frequently to assemble for the redress of grievances, for
correcting, strengthening, and confirming the Laws, and
