SECTION 1. Section 7108.5 is added to the Business and
Professions Code, to read:
7108.5. A prime building contractor shall pay to any specialty
contractor, within 10 days of receipt of each progress payment,
unless otherwise agreed in writing by the parties, the respective
amounts allowed the contractor on account of the work performed
by the subcontractors, to the extent of each such subcontractor's
interest therein. Any violation of this section shall constitute a cause
for disciplinary action.
This section shall apply to all private works of improvement and
to all public works of improvement, except where the provisions of
Section 14402.1 of the Government Code are applicable.
CHAPTER 722
An act to amend Section 3521 of the Business and Professions Code,
relating to physician's assistants.

The people of the State of California do enact as follows:
SECTION 1. Section 3521 of the Business and Professions Code
is amended to read:
3521. The fees to be paid by applicants under this chapter are to
be set by the committee as follows:
(a) Each physician desiring to supervise a physician's assistant shall
file a separate application. Except as provided in subdivision (1), an
application fee not to exceed fifty dollars ($50) shall be charged to
each physician applicant for each application.
(b) Except as provided in subdivision (1), an approval fee not to
exceed one hundred dollars ($100) shall be charged to each physician
upon approval of an application to supervise a physician's assistant.
(c) The board shall renew an approval to supervise a physician's
assistant upon application for such renewal, as provided in Section
3522, and a fee not to exceed one hundred fifty dollars ($150) shall
be paid for such approval.
(d) An application fee not to exceed one hundred dollars ($100)
shall be charged to each applicant seeking program approval by the
committee.
(e) An initial fee not to exceed five hundred dollars ($500) shall
be charged to each program upon approval of such program.
(f) A reinspection fee for approved programs shall be an amount
