Mr.  WINSLOW, from the Committee on Interstate and Foreign
                 Commerce,  submitted  the following

                          REPORT

                          [To accompany 8. 76]

   The  Committee  on  Interstate and Foreign  Commerce,   to whom
was  referred the bill (S. 76) to create a bureau of civil aeronautics
in the  Department   of Commerce,   to encourage  and  regulate the
operation  of civil aircraft in commerce,  and  for other purposes,
having considered the same, report thereon with the recommendation
that it pass with an amendment,  which is a substitute for the Senate
provisions.
                 NECESSITY  FOR  THE  LEGISLATION

  Legislation for the regulation of civil air navigation has had the
support of President Coohidge and President Harding.  In his annual
message  at the beginning of the present Congress President Coolidge
urges that laws  should be passed regulating aviation.  President
Harding,  in his message   of December   7, 1921,  transmitting the
