CONCERNING AN ACCIDENT WHICH OCCURRED AT 3:09 A. M., ON
SEPTEMBER 22, 1942, WHEN AN ARMY B-18 BOMBER AND A DC-3
CARGO AIRPLANE, OPERATED BY EASTERN AIR LINES FOR THE
ARMY, HAD A COLLISION ON THE EAST-WEST RUNWAY OF THE
THIRTY-SIXTH STREET AIRPORT, MIAMI, FLA., RESULTING IN THE
DEATH OF FIVE PERSONS, INCLUDING BOTH PILOTS, AND IN
SERIOUS INJURIES TO THREE OTHER MEMBERS OF THE CREWS
OF THE AIRPLANES INVOLVED
I. CONDUCT OF INvESTIGATION
This accident occurred on the Thirty-sixth Street Airport, Miami,
Fla., on September 22, 1942, between an Army B-18 bomber and a
Douglas DC-3 airplane which was being operated under lease by
Eastern Air Lines as an Army cargo ship. Your committee assumed
jurisdiction, first, because one of the airplanes was operated by an
air carrier engaged in commercial activities, and, second, because the
situs of the accident is an airport owned and used by Pan American
Airways and other air carriers as a passenger, mail, express, and cargo
terminal.
Problems considered in this investigation included the operation of
the airport by Pan American Airways, the adequacy and efficiency of
the equipment and personnel in the control tower, and the confusion
resulting from contradictory military orders with respect to radio
communications by bombers with the tower during landings and
take-offs. These and other factors made this investigation by your
committee one of the most significant and timely that it has yet
undertaken.
