-C'iAP. 34.-An ACT to authorize the James River and Kanhawlia Company
mid all otler Navigation Comniifes to regulate all Cliurges by Boats and
Boat Owners using the Works and Improvements of the said Companies.

• 1. lIe it enacted, that tie James river and Kanawba compaly and Tariff of
4ll other navigation companies in this state ie and they are hereby chrgft,.ow
authorized to prescrioi a tariff of charges, with the approval of the prwIe'iut
board of public works, for freights ind transportation of every kind
fpon their lines of improvement, and also to prescritle the iates of
fare upon the packet boats using said liies and carrying pa.sengers,
and to make such regulations for the conduct and management of the
said packet boats and freight boats its they nifav deem proper.
2. The lioard of public works shall pescribo and puli ilh such  e1a10 1tls, how
penalties for the violaition of the regulati ons herein before'provided  '
for, as they may deem proper, which shall be a chargo upon the delin-
quent boat as well as the owner thereof; and they may prohibit such
delinquent boat from using any soth line of improvement until the
penalty incurred by it Ias been paid. All penalties incurred under How reovi rod
this act shall ibe reeoverablo according to the provisions of the first
sectionof chapter forty of the Code (edition of eighteen hundred and
sixty).
3. This act shall be in force from its passage, and until the expi- Comncemocni
ration of six niontihs after peace between the United States and the
Confederate States shall have been established.

bought from, or sold to, or exchanged on board of his boat or bat-
teau, with 'ny free negro not having such certificate as is described
in the thirty-seventh section of chapter one hundred and ninety-eight
of the Code of.Virginia, or with a slave not having the written per-
mission of his master, by any person connected with his boat or
batteatt, and under his charge, otlier than a free white passenger, he
shall le fined not less than twenty-five dollars nor 'more than live
hundred dollars; and if a free negro, be also punished with stri Ws.
2. And if such master or other person in charge of any suc boat when inmrte
or battean, permit any article bought or received from a; free negro jublo t. flum
not having such certificate, or from a slave not having such perinis-
son, to be brought upon his boat or baiteau by any person coniected
with such boat or batteanu, and under his charge, other than a free
white passenger, lie shall lie fined not less than twenty-five dollars
nor more than live hundred dollars; and if a free negro, be also
punished with stripes.                          I
3. If such master or other person in charge of any such canal Trnlnby boat

as a hand on his boat, or under his charge, to transport on his boat
.or batteau, any agricultural products, fowls, meats or other commo-
*dity, from one place to another, for the purpoge of selling the same,
